The Nigerian Communications Commission (NCC) has taken another step toward strengthening Nigeria’s communications ecosystem with the release of two draft regulatory frameworks for public consultation.
Acting under the provisions of the Nigerian Communications Act 2003, the Commission published the Draft Spectrum Roadmap for the Communications Sector (2025–2030) alongside the Draft Guidelines on the Use of the 60GHz Licence-Exempt Band for Multi-Gigabit Wireless Systems. Both documents are now accessible on the NCC’s official website.
In a notice dated December 19, 2025, and signed by the Head of Public Affairs, Nnenna Ukoha, the Commission called on industry stakeholders, service providers, technology experts, and the general public to examine the drafts and submit their observations.
The proposed Spectrum Roadmap outlines the NCC’s strategic vision for spectrum planning and management over the next five years, with emphasis on efficiency, future-ready technologies, and the growing data demands of Nigeria’s digital economy. The draft 60GHz guidelines, on the other hand, are aimed at enabling high-capacity wireless deployments by allowing licence-exempt use of the band for multi-gigabit systems.
The NCC explained that the consultation process, conducted in line with Section 58 of the Act, is intended to ensure transparency, inclusiveness, and well-informed decision-making before the documents are finalised.
