The National Information Technology Development Agency (NITDA) has recorded a major breakthrough in the Federal Government’s digital transformation efforts with the successful rollout of the Digital Literacy for All (DL4ALL) Workforce Programme across the Federal Civil Service.
Delivered in collaboration with the Office of the Head of the Civil Service of the Federation (OHCSF), the initiative has achieved widespread participation, with more than 45,000 civil servants enrolled per course across four core modules: Digital Awareness; Using Computers and Mobile Devices; Digital Content Creation, Communication and Collaboration; and Digital Safety and Security.
Findings from the 2025 DL4ALL Workforce Programme Final Report show enrolment figures ranging between 45,813 and 54,377 learners per course, translating to an estimated 65 to 75 percent coverage of the Federal Civil Service workforce.
Completion rates across the modules stood between 38.1 percent and 44.6 percent, consistent with global benchmarks for large-scale voluntary online training programmes. Notably, higher completion rates were recorded in more advanced modules, reflecting stronger learner engagement, improved digital readiness and deeper knowledge acquisition.
The outcome has led to tens of thousands of civil servants gaining foundational digital skills, creating a dependable pathway for more specialised and role-based digital competencies across Ministries, Departments and Agencies (MDAs).
The report also highlights that strong institutional leadership and effective internal coordination had greater influence on performance outcomes than organisational size. While larger MDAs such as the Federal Ministry of Education and the Federal Ministry of Defence recorded the highest enrolment and completion numbers, several smaller agencies surpassed 70 percent completion rates. This was attributed to proactive ICT leadership, active Digital Literacy Champions and consistent performance tracking.
Speaking during a courtesy visit and award presentation at the OHCSF, NITDA Director-General, Kashifu Inuwa, emphasised the significance of the Agency’s partnership with the Cisco Networking Academy. He explained that the collaboration provides civil servants with access to quality digital training at minimal cost, while offering a structured progression into advanced fields such as networking, cybersecurity, data fundamentals, programming and emerging technologies beginning in 2026.
With the foundational phase firmly in place, NITDA’s strategic priorities for 2026 and beyond include transitioning from basic digital literacy to job-specific and role-based competencies, institutionalising the Digital Literacy Champion framework across MDAs, strengthening monitoring through the national DL4ALL digital dashboard, and supporting civil servants in attaining certification-ready skills.
These efforts align with the Federal Government’s goal of achieving at least 70 percent digital literacy by 2027 and repositioning the Federal Public Service as a more efficient, technology-driven and citizen-focused institution.
As implementation strategies continue to evolve, the DL4ALL Workforce Programme is emerging as a cornerstone of sustainable public sector capacity development, placing digital skills, institutional leadership and workforce readiness at the heart of Nigeria’s governance modernisation agenda.
