The Nigerian Communications Commission (NCC) has released its Q4 2025 Network Performance Reports, revealing steady improvements in network quality nationwide and underscoring the regulator’s push for transparent, data-driven oversight of the telecoms sector.
The reports, produced in collaboration with global network intelligence firm Ookla, provide independent insights into how Nigerians experience mobile networks across urban centres, rural communities, highways and emerging 5G zones.
Speaking on the findings, NCC Executive Vice Chairman, Dr Aminu Maida, said the data allows the Commission to track progress, identify performance gaps and deploy targeted regulatory actions such as spectrum optimisation, infrastructure upgrades, quality-of-service enforcement and the expansion of rural connectivity.
According to the report, median download speeds improved across both urban and rural areas in Q4 2025, outperforming results recorded in the previous quarter. The NCC also noted a narrowing gap in video Quality of Experience between cities and rural locations, alongside continued strengthening of the country’s 4G backbone.
Despite the gains, the Commission acknowledged ongoing challenges, including gaps in 5G availability and inequalities in upload speeds. Maida said the NCC is engaging operators to address these issues, particularly in areas still facing limited mobile service coverage.
He disclosed that the telecommunications industry attracted over $1 billion in investment in 2025, leading to the rollout of more than 2,850 new network sites nationwide to improve coverage and capacity. The improvements reflected in the Q4 report, he added, are largely driven by these investments.
Looking ahead, the NCC revealed that operators have committed to exceeding their 2025 investment levels in 2026, signalling sustained momentum in network expansion.
Maida reaffirmed the Commission’s commitment to working closely with industry stakeholders to turn performance insights into better connectivity, higher service quality and a more inclusive digital future for all Nigerians.
