The Nigerian Communications Commission (NCC) is reaching out to industry players, experts, and the public for input on Satellite Direct-to-Device (D2D) connectivity, a technology poised to reshape how Nigerians access communication services.
Through a newly released Consultation Paper, the Commission aims to gather insights on the opportunities, risks, and broader public interest implications of D2D services. This engagement is part of NCC’s commitment to a transparent and participatory regulatory process and comes ahead of any formal rule-making under Section 71 of the Nigerian Communications Act 2003.
“The feedback we receive will guide the Commission in understanding emerging D2D models and help craft regulations that balance innovation, consumer protection, and market realities,” the NCC said.
The regulator made it clear that this consultation is not:
* A licensing process or spectrum allocation;
* A final regulatory decision;
* A pre-determined policy outcome.
Instead, it is meant to ensure that any future framework is well-informed, practical, and aligned with Nigeria’s unique telecommunications landscape.
Stakeholders are invited to review the Consultation Paper, which includes background information, the scope of the study, and specific questions for input. All contributions must be submitted by Monday, February 23, 2026, to be considered in shaping the country’s approach to D2D connectivity.
