Mr. Khalil Suleiman Halilu, the Executive Vice Chairman/Chief Executive Officer (EVC/CEO) of the National Agency for Science and Engineering Infrastructure (NASENI), expressed to the Bureau of Public Service Reforms (BPSR) the Agency’s dedication to revolutionizing Nigeria’s technology and innovation landscape.
He conveyed this commitment during the inaugural session of a two-day staff training organized by the Bureau at NASENI’s Headquarters in Abuja on Monday, January 12, 2023. The training, led by Mr. Dasuki Ibrahim Arabi, the Director-General of BPSR, aimed at implementing Self-Assessment Tools (SAT) for enhancing service delivery within the Agency.
Halilu underscored NASENI’s unwavering focus on its mandate, emphasizing the importance of adhering to the NASENI 3Cs principles: Collaboration, Creation, and Commercialization. He highlighted the agency’s intent to leverage technology, human expertise, and talent to bring significant advancements to Nigeria across various domains.
The EVC/CEO emphasized the importance of conducting thorough performance assessments in alignment with best practices to effectively fulfill NASENI’s mandate. He highlighted the significance of the Self-Assessment Tools (SAT) in enabling organizations to comprehensively evaluate themselves, gaining valuable insights into their goal achievement.
Regarding the methodology employed by the Bureau of Public Service Reforms (BPSR) for the SAT, he noted the utilization of a participatory focus group approach, designed to be inclusive and accessible to individuals at all levels of the Public Service. He urged all participants to fully engage in the process, emphasizing the opportunity it presents for self-assessment and personal growth.
“This tool enables organizations to evaluate themselves comprehensively, gaining insights into how effectively they are meeting their goals.
“BPSR has employed a participatory focus group approach as the methodology for this tool, making it accessible to individuals across all levels of the Public Service,” he said.
The EVC/CEO highlighted the multitude of advantages NASENI stands to gain through the implementation of SAT. These advantages include the identification of strengths and areas for improvement, the enhancement of professional practices, the fostering of partnerships with esteemed organizations, and the creation of opportunities to celebrate growth, developmental achievements, and skill acquisition.
Mr. Arabi, in his remarks, underscored the initiation of SAT by BPSR for the purpose of self-assessment, monitoring, and evaluation of reforms within Ministries, Agencies, and Departments (MDAs) of the Federal Government, aimed at improving service delivery.
He emphasized the mandates and directives of the Federal Government to BPSR, highlighting the importance of SAT for planning, accountability, and management of public funds. Mr. Arabi emphasized the need for transparency and the prevention of corruption, especially in financial transactions within the system.
Mr. Arabi urged NASENI, as a Government Agency, to fully embrace SAT in all its operations, stressing the importance of ownership and accountability in delivering effective results. He emphasized that the role of the EVC/CEO is to provide guidance, while the responsibility for effective delivery rests with NASENI as an organization.
