The National Information Technology Development Agency (NITDA), in collaboration with Advocacy for Policy and Innovation (API), has unveiled a groundbreaking Whitepaper on the Framework for an Online Harms Protection Bill in Nigeria. This initiative marks a significant step in addressing the rising concerns over online harms and fostering a safer digital environment in the country.
The document stems from discussions at Nigeria’s first Content Moderation and Online Safety Summit, hosted by API in July 2022. It provides an in-depth analysis of the prevalence of online harms, emphasizing the urgent need for protective measures. It also explores conceptual approaches to regulatory action, offering insights drawn from both domestic and international efforts to combat online harms.
The Whitepaper aims to serve as a foundation for stakeholder engagement in developing a comprehensive framework for a bill to protect Nigerian citizens online. It represents a collaborative effort, incorporating perspectives from various sectors, including civil society organizations, the Nigerian Human Rights Commission (NHRC), and the security sector.
Rather than being a conclusive document, the Whitepaper is designed to guide meaningful dialogue among stakeholders. NITDA has called on regulators, businesses, internet platforms, and the public to provide feedback and recommendations via theOHPwhitepaper.secretariat@apiintelligence.org. The input gathered will shape future engagements and discussions in creating an effective legal framework.
Through this initiative, NITDA and API seek to spark a nationwide conversation on online harms, paving the way for a safer and more inclusive digital ecosystem. “This Whitepaper underscores our commitment to safeguarding Nigerians online while ensuring the vibrancy of our digital economy,” the agency stated.
The Agency expressed gratitude to the steering team members, including representatives from the NHRC, for their contributions, as well as to the project’s secretariat for their diligent work in compiling the research.
